1.    I really need your help with respect to my Phone/ Mobile Number (Also mention location of your phone and also telephone exchange and Sanchar Hut if, any). Please refer complaint to nodal officer dated 10 Oct 2011, complaint to Area manager dated 25 Oct 2011 and Appellate authority dated 10 Nov 2011( a copy of all letter attached here for you ready reference)  
2.    State facts of situation, including dates, names, reference numbers, but keep this very concise and brief. Here also mention the action taken or not taken by nodal officer and area manager and your reason for frustration. 
3    State your suggested solution. If the situation and solution is complex, state also that you'll be as flexible as you can to come to an agreed way forward.
4    Request to look into the matter and direct MTNL to resolve the issue at the earliest. Here also suggest TRAI authority what are the rule and regulation has been violated by the MTNL and what action as per the law can be taken by the TRAI.

Information about TRAI online Customer Redressal Mechanism

TRAI (Telecom Regulatory Authority of India) has decided to set up an online customer redressal mechanism, providing a platform for dissatisfied consumers to express their complaints against their service providers.
Any customer can log on to the proposed web-based system to be maintained by TRAI. Customers will be able to register complaints, violations or any other grievance against their mobile operator. Through this real-time system, your mobile operator will immediately get the complaint. TRAI will be able to monitor if customer grievances were being addressed well.

It is also reported that, TRAI is planning to junk the Do-Not-Call (DNC) registry, as this has failed its purpose of ensuring that telemarketers do not make unsolicited calls or send SMSs to those enlisted in the DNC. TRAI plans to explore the option of setting up a ‘Do-Call’ registry, where only registered users would be called by telemarketing firms.

Cellular Operators have demanded that they be allowed to charge subscribers for calls that are not related to grievances/complaints in order to reduce the huge cost of running call centers.
